A Syracuse business accused by the city of operating an illegal marijuana operation has been ordered by a judge to stop its activities, but also calls for more review of some of the legal issues.

The case involves The Herbal Center at 916 N. Salina St, which Syracuse officials argue has been selling marijuana (or offering weed in exchange for other purchases) and operating as a cannabis “consumption lounge” without the proper state licenses. The city’s investigation also concluded it was operating as a club with paid membership that included marijuana use.
