Cisco Job Cuts and AI: NY Fed Study Shows Nuanced Impact on Hiring – IndexBox

Cisco (CSCO) is the latest technology company to attribute job cuts to artificial intelligence, continuing a pattern seen across the sector. This trend coincides with a broader deceleration in U.S. hiring, which has cast AI’s role in the labor market in a predominantly negative light.

According to a new analysis from researchers at the New York Fed, however, the picture is more nuanced when comparing this narrative with aggregate data on how companies have altered their workforces. While job openings have declined in some sectors considered vulnerable to AI, the analysis suggests that the technology may not be the primary cause.

The New York Fed’s paper examined vacancies in fields deemed susceptible to automation. It used a metric developed by economists at Anthropic that identifies occupations where many tasks are both feasible for AI and already performed by AI in work settings, based on usage data. The most AI-exposed occupations identified are computer programmers, customer service representatives, and data entry keyers.

The researchers investigated whether hiring patterns for occupations with high or low AI exposure diverged significantly before and after the release of ChatGPT in late 2022. They hypothesized that if AI had a noticeable impact, hiring trends would have moved similarly across both groups prior to ChatGPT’s release and then diverged, continuing to separate afterward. The findings showed a relative decline in postings for high-exposure occupations, but this trend predated ChatGPT.

The researchers stated that the divergence between high- and low-exposure jobs started before 2022 and does not show a clear additional break in trajectory after that year. They added that the gap in labor demand between the two groups stabilized after 2023, which is inconsistent with AI gradually displacing workers in exposed occupations.

Official government data also complicates the AI narrative. Hiring rates began to decline in early 2022 but rebounded in March to reach their best level in two years. Although layoff rates have ticked up more recently even as tech companies cite AI as a reason for job cuts, those rates remain relatively low, hovering between 0.9% and 1.2% since 2021.

The New York Fed researchers further examined the difference between senior and junior-level job postings in high AI-exposure occupations after ChatGPT. They found that the slowdown in postings is not concentrated specifically in entry-level highly exposed jobs, countering the narrative that AI shocks are primarily responsible for young people’s difficulties in securing employment.
