Growing advancements in artificial intelligence are raising widespread concerns about potential social disruption, including mass job displacement and increased cybersecurity risks, according to a recent analysis. Arun Advani, director of the Centre for the Analysis of Taxation (CenTax), has warned that major employment shifts within the next five years could significantly affect tax revenues. He noted that even a low probability of such a change would warrant advance planning due to its extreme economic impact. Advani joins other experts in flagging a threat to the UK’s public finances.

Monzo founder Tom Blomfield recently predicted that income tax could disappear within five to six years, arguing that super-intelligent AI and pervasive robotics would render human labor economically unnecessary. While Blomfield’s view is considered extreme, it underscores a potentially vast gap in public funding.

The UK state relies on £1.2 trillion in receipts to finance services including the NHS, schools, and state pensions. Income tax and National Insurance contributions from workers and employers constitute the largest revenue source at £535 billion, followed by VAT at £181 billion. This means that for every £10 the government spends, £6 comes from workers or their consumption.

The International Labour Organization estimates that up to one in three jobs in wealthy nations like the UK could be partially or fully automated. If a third of income tax and National Insurance receipts were to vanish, the resulting £177 billion shortfall would approach the entire £205 billion health and social care budget.

Economists acknowledge uncertainty about AI’s net effect on job creation versus destruction. Colin Ellis, head of economic research at Moody’s Analytics, stated that firms are already cutting jobs and that AI’s potential to boost productivity could reduce workforce needs. He cautioned that even if new jobs eventually emerge, labor market adjustments can take decades.
