China’s labor market added 10.52 million urban jobs in the first nine months of 2026, putting Beijing on track to meet its full-year employment goal as officials prepare new measures targeting artificial intelligence and the services industry.

The figure represents 87.7% of the annual target of 12 million, leaving roughly 1.48 million positions to be created in the final quarter. The surveyed urban unemployment rate averaged 5.2% from January through August, according to data released Saturday by the Ministry of Human Resources and Social Security.

Officials described employment conditions as “generally stable” during a State Council Information Office press conference, where they detailed initiatives aimed at helping workers adapt their skills to advances in artificial intelligence.

Vice Minister and ministry spokesperson Li Zhong said the government would coordinate with other departments to draft a policy document promoting employment through services sector growth. The plan is designed to strengthen the sector’s role as the primary channel for absorbing workers across the economy.

Beijing will also work to stabilize hiring in labor-intensive industries while seeking new opportunities in emerging and future sectors, Li added.

Support for Graduates and Flexible Workers

Additional measures include expanded employment support for university graduates and young people entering the workforce. Authorities also intend to improve job quality for flexible workers and those employed through newer forms of work arrangements, reflecting the growing share of non-traditional employment in the economy.

The announcements come as China seeks to balance rapid technological development with employment stability, particularly as AI reshapes workforce skill requirements across multiple industries.

Social Insurance Coverage Expands

The ministry also released updated figures on the country’s social insurance programs. Basic pension insurance covered 1.079 billion people at the end of September. Unemployment insurance covered 251 million people, while work-injury insurance, including occupational-injury protection, covered 327 million.

The combined balance of China’s three social insurance funds stood at 11.2 trillion yuan (approximately $1.7 trillion).
